Public sanitation in PPP model

Long back, I'd written a post that Indian mentality prefers not to pay for sanitation and because of this initiatives like Nirmala Bengaluru are failing. We should be to provide free sanitation for all and cost of which can be recovered from advertising. I'd detailed it out in this article
Now looks like someone is taking it serious. Chennai corporation has made an offer to contractors to operate toilets under PPP (Public Private Partnership) model. Under this contractors set up mobile sanitation units, operate it for 20 years and then hand over to Govt. I seriously doubt if the plastic units shown above will last 20 years. But nevertheless, it seems like a move in right direction.
